Both decisions reflect Maastricht University’s (UM’s) commitment to Open Science and its ambitions under the Barcelona Declaration, which UM will formally sign on 12 June 2026. 

Investing in OpenAlex 

OpenAlex is an open, freely accessible database of scientific information that complements the library’s current range of resources. Compared to existing databases, OpenAlex offers broader subject coverage, including more inclusive topics, non-English-language materials, and grey literature, content that is often absent from closed, commercial databases. 

By entering into a partner subscription, UM will be able to actively influence the development of OpenAlex, including the addition of content relevant to UM and improvements to search functionality. OpenAlex also offers additional features that strengthen the library’s Research Intelligence applications and support services. 

Cancellation of Scopus license 

In 2022, the University Library signed a license for Scopus, Elsevier’s abstract and citation database. Since then, usage has declined while costs have risen sharply. A thorough evaluation has also shown that the database’s functionality is diminishing and that it contains increasingly less unique content, particularly as more open resources become available alongside the databases already licensed by UM. The University Library has therefore decided to cancel the Scopus license with effect from 1 January 2027. 

It is important to note that access to Elsevier journals will not be affected. UM holds a separate license with Elsevier for full-text access to their journals, which will remain in place. 

Scopus is currently also used as a supplementary source for the bulk import of research information into our Current Research Information System (Pure), alongside the Web of Science as the primary source. Following the evaluation, OpenAlex has been found to offer better coverage across all faculties for this purpose and will take over this supplementary role.
