Conditions for new calls for proposals have been changed by the Netherlands Organisation for Scientific Research (NWO). All funded research for which the calls were issued after 1 December 2015, must be immediately made accessible to everybody via Open Access (OA) publications. The granting conditions for calls published before this date and current research projects remain the same.
The NWO will only give funding to researchers who publish their output on an OA platform. Starting 1 December, this goes for all calls for proposal. The science financier moves from ‘OA as soon as possible’ to ‘immediate OA’. If a scientist has extra costs because of the new rule he can ask for funding from NWO’s Incentive Fund Open Access. Up to €6,000 per research project can be applied for.
Gold or Green OA: publisher’s website or institutional repository?
There are two options: the gold route, where the publisher publishes the article OA on its website, and the green route, where the researcher places a version of his article in a repository. Articles in subscription journals that are made freely available straightaway, via payment by the author or via an agreement between the Dutch universities and the publisher, also satisfy the NWO conditions. NWO will ask researchers to start with the careful assessment of the possibilities for Gold OA or Green OA via the deposition of a final version, before deciding which journal to publish in.
