This Policy Brief analyses the new framework for the mutual recognition of return decisions introduced by the EU Return Regulation.

It examines the legal and operational challenges that have limited the use of mutual recognition to date and identifies the conditions needed for its effective implementation, including greater convergence among member states, improved information sharing, stronger evidence, and meaningful incentives.
